The rumours has been going around since quite some time already: the Tour de France 2016 could have its Grand Départ in the La Manche departement. Candidate since 2011 for the organisation of the Grand Départ of the Tour de France 2017, Amaury Sport Organisation (A.S.O.) would have asked the French department to organise this start one year earlier, in 2016.
The Basse-Normandie region now already confirms this Grand Départ, but .. the La Manche department denies this!

The candidature of La Manche
La Manche has been a candidate to organise a Grand Départ of the Tour de France since 2011 already!Indeed, at that time, Jean-François Legrand, president of the Conseil Général de La Manche, sent an application to ASO for ... the organisation of a stage in 2013 and for the Grand Départ in 2017! This was officially announced in a press release on Monday 14 February 2011.
But the departement didn't want things to end there, considering its application sent in at the end of 2010/early 2011. And the idea of a Grand Départ seemed to please Christian Prudhomme, the director of the Tour de France, who wrote in a letter sent to the department on the 21st of January 2011: I take note of your wish and your motivation to receive the Grande Boucle once again, during the hundredth edition and most of all to organise the Grand Départ of the Tour de France 2017 in your departement (the original version didn't contain any bold writing of course).
Of course we can't forget that the good relationship between La Manche and the Tour de France lasts since quite a while already. During the 100th edition of the Tour de France in 2013 this relationship was shown through the creation of the local farmers (reunited in the local F.D.S.E.A. [Fédération Départementale des Syndicats d'Exploitants Agricoles]): a "birthday cake" for the 100th edition, which is shown at 0'54" in the video below. This creation was rewarded the first prize by the jury in the associated prize draw.
After the Grand Départ from Corsica in 2013, the Tour started in Leeds (Yorkshire) in the UK in 2014 and the start of the Tour de France 2015 will be in Utrecht in The Netherlands. Adding to that the Grand Départ of the Tour in 2012 from Liège in Belgium, it thus became more or less necessary to have a start in France for 2016. However, A.S.O. seems to have to face a lower interest of the French regions and departments to organise such a Grand Départ and to pay for it. Indeed, for a region abroad this can be really beneficial, due to the huge media attention, the direct and indirect income which the Tour brings and in order to wake the flame of passion for bike riding if necesary (as we've seen with the increase of bike riders in Yorkshire since the Grand Départ of the Tour de France 2014 was announced there), while for a region in France there's not much difference between a Grand Départ and one or two stages of the Tour. The application of La Manche was thus particularly interesting and, even though it targeted 2017, we know that it's been a while that A.S.O. had it on mind for 2016!
Indeed, the Ouest France newspaper announced on 23 July, during the Tour de France 2014, that it would start there while -according to my information- it was going in the right direction at that time but nothing was confirmed or signed yet, and the way Ouest France announced it was thus a bit premature at that time ...
The confirmation by the Basse-Normandie region
Yesterday, Tendance Ouest was the first to discover that very recently, in the magazine of the region, Reflets (edition 49 of October/November/December 2014), the Basse-Normandie region officially announced that the Tour de France 2016 will have its Grand Départ in this region and more precisely in the La Manche department. The magazine adds that the department was a candidate since 2013 (which is false as you've seen above) and that the organisor ASO should announce the exact start location before the end of the year. And the department denies!
A bit later yesterday, Tendance Ouest talked about this agin, saying that the information which was officially confirmed by the region in its three monthly publication was denied by the department in question!Indeed, the conseil général is surprised that non verified information gets published in an official magazine and adds that as of today there's absolutely no agreement nor contract signed with Christian Prudhomme (looking at the department's own publication, Manchemag, we see that they don't refer to the Tour de France at all).
So what does that mean?
The denial of the Conseil Général de La Manche is not completely surprising since the department does not have the right to confirm the information for now, but:1/ since we know the department is a candidate
2/ since the region has apparently been consulted - probably to get a financial contribution (as a reminder, for 2013, when the Tour de France visited the department for the time trial between Avranches and the Mont Saint-Michel discussed above, the Basse-Normandie region contributed 40,000€ including VAT, for a total cost of 160,000€ excluding VAT to be paid to A.S.O.
3/ and that the official announcement should be done in November, a few weeks after the official presentation of the Tour de France 2015 on 22 October (some people say the announcement would be on the same day but that seems impossible for me since A.S.O. knows it's important to do a dedicated announcement for the Grand Départ, in order to make sure people don't mix up things for the two editions of the Tour de France concerned by the two announcements, but also to give the visibility it deserves to the place [here the department] which pays for the Grand Départ!)
4/ and finally that there are not much rumours about any other potential candidates for the organisation of the Grand Départ of the Tour de France 2016
... it's quite probable that in a few weeks from now the news will get confirmed: "La Manche receives the Grand Départ of the Tour de France 2016!"
The stages which would be on the programme of such a Grand Départ remain unknown for now, even though one could think that the Mont Saint-Michel will again be in the spotlights and maybe that a short visit of Saint-Martin-de-Landelles can be on the programme as well for the place which sees the organisation of La Polynormande every year but most of all where Daniel Mangeas lives, the voice of the Tour since 40 years before he'll stop commented the A.S.O. races at the end of the year (I seize the occasion to remind you of what he always asks us to tell everyone who wants to hear it: he'll stop only for the A.S.O. races and continue like before [and maybe even more!] with the other races on the French cycling calendar!).
Furthermore, Cherbourg could be on the race route of the Tour de France 2016 if the Grand Départ from La Manche gets confirmed, maybe even as the initial start location where all riders and followers of the Tour gather together! Cherbourg would in that case find back the Tour de France 22 year after the last stage start which was given there in 1994 (for a stage towards Rennes) ...
Coutances will most probably also be on the race route of the Grand Départ of the Tour de France 2016 since the following Tweet from the official Tour de France account shows a photo of the cathedral of Coutances, as you can see in the photo underneath the tweet :) (however, the official Tour account didn't say this would be a start or finish city):

Donc les rumeurs qui circulent déjà pour 2016 ne semblent pas aller vers un Tour dans le sens inverse des aiguilles d'une montre, au contraire.
Gill, si tu pouvais lire ce qu'il est écrit et réfléchir avant de poster tes fantasmes, dont on a déjà débattu mille fois auparavant (exemples: sur l'autre article, la Bonnette avec deux mois de retard, ou le Puy de Dôme, qui N'ACCUEILLERA PLUS JAMAIS le Tour, on l'a déjà expliqué en long, en large et en travers, et là ici, l'intrevention de Thomas parce que ton "apport" n'en est pas un), ce serait plus reposant.
Je pense comme Julien S que le tour 2016 peut être celui qui rompt avec l alternance Pyrennees Alpes. Les Savoies ne seront encore pas bien servies cette années alors qu il reste des grands candidats : glieres, morzine, suisse, val d Isère, courchevel, valmorel...
Depuis quand allons-nous dans le sens des aiguilles d'une montre en 2015? On attaque les Pyrénées avant les Alpes l'année prochaine, jusqu'à preuve du contraire, c'est le sens inverse ...
Donc 2016 logiquement, ce serait Alpes avant Pyrénées ... sens des aiguilles d'une montre.
Totalement d'accord avec @9, je ne comprends pas ce faux debat.
On aura surement deux etapes dans le department, soit prologue + etape en ligne soit 2 etapes en ligne avec debordement dans les autres departements de basse Normandie a envisager.
Une belle etape avec des passages en bord de mer et plein de vent sont a envisager, avec de belles vues sur les plages du debarquement (au moint Utah).
Peu importe le sens.
Le débat concerne l'alternance Alpes - Pyrennes et l'hypothèse qu'elle ne soit pas respectée en 2016
A défaut de ja connaitre les villes étapes, on peut déjç trè bien s'imaginer la première partie du Tour 2016.
- Départ de la Manche ( Prologue au Mont St Michel ?)
- une première étape qui pourrait partir de Bretagne (Dol de Bretagne / Cherbourg, 210 km)
- Une deuxième étape 100% normande (Cherbourg / Honfleur, 187 km)
- Une troisième étape pour rejoindre la Somme, commémoration de la Bataille de la Somme oblige (Lisieux / Amiens, 210 km)
- une quatrième étape, pour commémorer la Bataille de Verdun (Peronne / Versun, 240 km, un poil trop long ...)
- une cinquième étape pour aller chercher la Planche des Belles Filles que C.Prudhomme apprecie beaucoup (Metz / Planche des Belles Filles, 200 km)
Puis descente tranquille vers les Alpes. Les villes sont imaginées mais je pense qu'on en sera pas loin ...
Je pencherai plus sur le jura avec les Rousses. Puis, la suisse avec Verbier ou Finhaut. J'imaginerai bien aussi à nouveau Risoul. Pour les pyrénees, j'aimerai bien retour en Andorre et du classique style Luchon. Ensuite, bordeaux puis le dernier clm en charente (île d'oléron).
Sinon, pour le grand départ, si c'est dans un lieu mythique comme le mont saint michel, pourquoi pas en CLM par equipes en Semi Nocturne (premier départ à 20H) ? Au moins pour que le tour puisse rattraper son retard sur le Giro et la Vuelta?
Pour faire un depart en semi nocturne il faut que la route soit suffisament illuminee, dans une zone urbaine. Le MSM n'est pas une zone si urbaine que ca. Si il fait beau en efet, ca ne poserait pas trop de problemes d'avoir des coureurs qui roulent a 22h, mais si jamais il ne fait pas beau il y a le risque qu'il fasse trop sombre quand les leaders partent.
Sinon pour le parcours, malgre cette rumeur de Peronne je suis convaincu que le TOur contournera Paris par le sud cette fois car le nord et la Picardie ont eu leur passage en 2014 puis normalement 2015. Et je penche pour une arrivee dans les Vosges puis un passage en Suisse pour attaquer les Alpes (Finhaut Emosson?). Mais nous y reviendrons.
La trame du tour 2016 à mon sens va se dérouler comme ça :
Manche / Touraine / Berry / passage par la bourgogne (1er CLM) direction le Jura (je vois bien les Rousses en effet par exemple) puis la Suisse (pourquoi ne pas envisager Finhaut qui a été arrivée d'étape du dernier Dauphiné) passage par les savoies pour les Alpes, traversées du massif central (Col du Béal? Super Lioran?) direction les pyrénnées par Narbonne puis la remontée vers Paris (sera-t-elle directe ou aura-t-on un deuxième CLM?)
Dans l'idée, je vois mal le tour refaire un canevas des deux dernières années (entre 2014-2015 bien sur) et ne pas traverser le centre / centre est.
Dans les "on dit", Bourges, après avoir espéré en 2014, devrait sans doute candidater en 2016, de même que Saint Amand qui reçoit le Paris Nice de 2015.
Mais on aura le temps d'affiner tout cela d'ici l'an prochain et l'article des rumeurs ;)
J'ai fait une petite vérification, et sauf erreur de ma part, Saint-Lô est le seul chef-lieu de département de métropole à n'avoir jamais accueilli le Tour, avec Moulins dans l'Allier. Alors pourquoi pas pour 2016 ?

il y a quelques candidatures qui tombent dans ce secteur (Soissons, Amiens, Béthune, Abbeville,...) ! Bref, on semble motivé au nord de Paris ... La première partie s'articule ntre la Normandie et la Somme !!!

J;ai du mal a imaginer qu'on puisse avoir Picardie-Normandie en 2015 et Normandie-Picardie en 2016.
L'idee se tient mais je pense quand meme que le debat nord/sud de Paris est reel et n'aura sa conclusion que dans le topic de l'an prochain quand on cherchera le trace du Tour 2016.
Alors, en normandie commence un Tour versant Nord, avec les Vosges, les Alpes et Grand Finale aux Pyrénées...

J'avais déjà quelques infos officieuses à ce sujet, mais qui ont été confirmées dans un hebdo local cette semaine. Le maire d'Orléans indique être intéressé pour accueillir le Tour dans les prochaines années. Le parcours 2016 pourrait être tout indiqué, dans le cas d'un passage au sud de Paris en première semaine, d'autant que le département d'Eure-et-Loir, notamment Dreux, est officiellement candidat.
Contrairement à Gill post 17), je pense que , après la Manche, le tour passera par le sud de Paris, et non au nord, pour rejoindre les Vosges, via la région Centre et la Bourgogne
Benj45) évoque d'ailleurs Orléans, et on parle de l'Eure et Loir. Je pense que le tour passera à Contres, dans le Loir et Cher, qui a rendu pas mal de services, sur Paris-Nice
